The SEND Capital Programme

The SEND programme is part of improving SEND and Inclusion experiences for children and families in Rutland. The Government, through the Department for Education has provided additional Capital funding to help local authorities shape facilities for children with Special Educational Needs. The DfE have provided funding for buildings and refurbishment but unfortunately no funding for operating costs, known as revenue funding, to help pay for staff, training or resources. Rutland County Council and Schools Forum are committed to ensuring that this funding will assist in shaping inclusive education places, locally. Helping children and young people to have their education in maintained sector schools as far as practical, so that more children can access good quality local education which helps them to make local friends and enjoy being part of their local community. These help to build good life skills evidenced to impact on their positive independence as an adult and as we know from parents feedback a crucial aspect of a child’s learning as they prepare for adulthood.

Some of the Capital helped establish the new Enhanced Resourced provision (ERP) at UCC and RCC underwrote the revenue costs to help it get off the ground. Following this in April 2021, having consulted with schools, Capital funding is helping to put in place more mainstream focussed places (also at UCC) for learners with EHCPs, the project is known as ‘Mainstream plus’, the first two years intake (20 learners) are committed and by providing some on site modifications using the DfE capital funding we will jointly test if the way the education can be provided fits the learners needs, in which case the concept is highly likely be extended to future groups.

As well as these projects, primary phase Nurture outreach arrangements for all primary schools, and a some limited facilities at Edith Weston Primary School were supported and commenced in March 2020.

Rutland County Council SEND case officers work with families where children have an Education Health and Care plan, to support them with information to determine what kind of provision is likely to best meet children's needs. A multi-agency panel determines which facility has space is best suited to support children.

Direct conversations with children and parents, throughout this period, have informed how facilities have been commissioned and the kinds of support that helps children to settle well.

Further capital funding has been notified by the DfE, find out more about the allocations for future years and conditions of grant here. The SEND Green Paper; ‘Right support, right place, right time’ is promoting these types of venture, future projects with remaining Capital will be appraised according to alignment with Rutland children and young people’s needs and in promoting progress with SEND system change, in particular to enable children to access local education and fulfil the priorities of the Rutland SEND and Inclusion Strategy and the SEND Recovery plan.
