Education Inclusion Partnerships involve schools working together to support children with additional needs, particularly those with social, emotional and mental health needs who are struggling to access education or are at risk of exclusion because of challenging behaviours. Rutland Education Inclusion Partnership has a quality assurance panel and an Inclusion Coordinator to ensure the process is fair and transparent.
A referral is made to the Education Inclusion Partnership by completing a form. The school will provide evidence they have tried to support the child within the school using all the skills and resources available to them. The referral is managed by the Inclusion Coordinator who will observe the child and speak to professionals in school. A brief report will then be taken to the Education Inclusion Partnership Panel. The Partnership can then provide a multi-agency response for children who require additional support by implementing complex case discussions and enabling appropriate interventions based on the individual needs of the children.

- Being in the partnership enables schools to access a toolkit of supportive interventions which aim to:
- Help to build children’s resilience in order to promote and maintain well-being and overcome challenges
- Help children to understand and positively regulate their emotions and feelings. This will enable children to begin to manage their own behaviours in a supported environment
The Education Inclusion Partnership Panel will keep you informed of the process. A summary of recommendations for each referral will be sent to the school.
Does the EIP support children with Special Needs?
The EIP supports children with Social, Emotional & Mental Health Needs (SEMH) when this impacts a child’s ability to thrive and reach their full potential in a mainstream school. The needs of children can be complex. The EIP can also support with helping to identify the need and signpost to other pathways for other SEND. School should always have a discussion with their link SEMH Specialist Teacher before making a referral to the EIP.
How do I access the EIP?
Schools can make a referral by completing the referral form found on this site. Schools must sign the EIP Partnership Agreement and Terms of Reference (TOR) before they can make a referral.

This is a range of audits and information schools complete to evidence they have used Quality First Teaching and made all reasonable adjustments to curriculum planning and delivery to support the child in school before referring to the EIP.
Can I make a referral if there is a final EHCP in place?
No. The EHCP is a legal document and the provision follows a different pathway.
Can I make a referral if school are considering making an EHCP application?
Yes, if the primary need is SEMH or the school ned support unpicking the causes of the concerning behaviours, they should always consider requesting support from the EIP before they make a request for EHCP assessment.
How long will it take for schools to receive support once the referral has been made?
They EIP Coordinator will contact schools within seven days of receipt of the referral.
What is the EIP Universal Toolkit?
There is a wide range of SEMH resources available to all schools in Rutland. These can be accessed without a referral to the EIP. The EIP Universal toolkit lists many of the services and how to access them. This Universal toolkit can be found on this site and will be updated regularly. Schools do not need to be signed up to the EIP to access these universal services.
What is the EIP Specialist Toolkit?
This is a collection of specialist interventions and professionals delivering support for children referred to the EIP and meeting criteria. A bespoke package of interventions and advice can be implemented to meet a child’s need when appropriate. This is taken to a panel for agreement.
Is the Nurture Hub outreach part of the EIP and how do I access it?
Rutland County Council (Commissioned by Schools Forum) and Edith Weston Primary School as the provider have an agreement for the delivery of nurture approach and provision. Outreach to other Rutland schools is intended to propagate positive nurture methodologies and principles so these can be embedded into school practice. Schools do not have to make a referral to the EIP to access this support, but if they are requesting outreach from the Nurture Hub, they should always discuss this with their link SEMH Specialist Teacher before proceeding. The school can then make a direct referral for outreach support to the Nurture Hub using their referral form and emailing it to firstname.lastname@example.org.
